LATEST NEWS ALERT: Upgrading to PPS? Completely New Addresses In Use, Immediately - (10/2/25)

In addition to several recent significant changes to visa processing, USCIS quietly changed the process by which a petitioner upgrades an already-filed I-129 petition for Premium Processing Service (PPS). Applicants seeking to upgrade their petition from regular processing to PPS must now send their "standalone" I-907 request to one of several designated USCIS "lockbox" locations effective immediately.

Previously, petitioners requesting PPS would send the Form I-907 and fee to the Texas Service Center, either concurrently with the filing of Form I-129 seeking O or P approval for a guest artist, or they could submit the PPS later. Those seeking PPS at the same time as they are filing the Form I-129 should continue to send all forms and fees to Texas. However, those petitioners sending a PPS request after the I-129 has been filed will now need to submit this Form I-907 to a specific lockbox location. This upgrade request can only be made after the original I-129 petition has been sent and the petitioner has received either a receipt notice for the I-129 or a transfer notice that indicates where the petition was sent. USCIS directs petitioners to include a copy of this notice with the standalone PPS request to avoid delays.

Note there are different USCIS “Lockbox” locations for the standalone upgrade based on the location of the petitioner’s primary office as well as the method of mailing – be sure to check very carefully since each of these factors determines the correct location. Complete information is available in the final accordion section titled “Form I-907 to Upgrade a Pending Form I-129 to Premium Processing” which is located on the USCIS webpage on the Form I-129.
